WHAT’S been described as a “waste mountain” has reportedly been left to rot by owners of a caravan park in a site of important nature conservation.
A mountain of “rubble, metal, plastic and glass” has been dumped in Rhoose.
One local was concerned children and dogs could seriously injure themselves due to the dump’s location in the touring field adjacent to the caravan park.
Natural Resources Wales and Vale Council enforcement officers have been at land owned by Fontygary Parks Ltd, in Fontygary Road, and now it’s getting serious, with NRW sending a letter to residents saying the dumping is being done without an appropriate licence. Vale Council has also confirmed they had officers at the site.
The letter from an NRW regulation officer, sent sometime in the last week, begins: “I am writing to you in response to your reports of depositing of construction and demolition waste at land owned by Fontygary Parks Ltd, Fontygary Road, Rhoose.
“As you have been aware Fontygary Parks Ltd, had registered a U1 exemption, that allowed them to use construction and demolition waste in construction.
“However as far as NW is aware the construction has never started and the U1 exemption has expired in July 2022.
“Further to this the waste imported under the U1 exemption was not used within the 12 month period as required by the exemption.”

Mountain of waste leaking into local water courses
The letter goes on to say evidence of further dumping has meant a notice has been served to remove the waste.
“In addition we have received further reports that there has been more waste deposited in the past few weeks," the officer continues. "Currently, the landowner does not have any permission to store this waste on their land.
“As a result, and in line with our Enforcement and Prosecution Policy we have served a Statutory Notice requiring removal of all the waste.”
The letter finishes by saying, with notice served, the ball is very much in the court of the landowners now.
“We are not able to provide more information as the investigation is in progress, however once the deadline in the Statutory Notice has expired, we will be able to let you know what would be the next steps if the Notice is not complied with.”

A Vale of Glamorgan Council spokesperson said: “Council Waste Crime Unit officers visited Fontygary Leisure Park on Tuesday following concerns raised by local councillors regarding large deposits of waste on land there.
“We are working with partners at Natural Resources Wales to address the issue.”
